Jovan Neo spent his formative years as a Euphonium player in Montfort Secondary School under the baton of Mr Ng Eng Kee and Mrs Arlene Chan. This was where he found his passion in music and took on an interest to specialise in wind band conducting and music composition. He then studied conducting under the tutelage of Dr Lee Tian Tee and A/Prof Ho Hwee Long, and also music composition under Dr John Sharpley as well as Dr Zechariah Goh. In 2003, Jovan started teaching school Bands as an Assistant Band Director to Anglo Chinese School (Independent) Symphonic Band and Anglo Chinese School (Barker) Military Band. Enlisted as a bandsman to the Singapore Police Force Band, Jovan was instrumental in helping develop the band musically alongside his Directors of Music. In that capacity he had also composed and arranged many pieces of music for the SPF Band for both state and police functions.
Thereafter in 2008, Jovan was appointed as the Band Director to Tanjong Katong Secondary School Band and has since won the highly coveted Display Band of the Year in 2012 as well as 2014. He is currently the Band Director to Tanjong Katong Secondary School Band and Teck Whye Secondary School Concert Band. He is also the Resident Conductor to the Montfort Alumni Wind Orchestra (the alumni band of Montfort Secondary School) as well as Tanjong Katong Alumni Band. He had also served as a Band Director to Orchid Park Secondary School Wind Orchestra and Sembawang Secondary School Band previously.
